NEW TED package import route

This patch adds a NEW-runtime TED package download path that:

reuses the proven package sequencing rules
stores package tracking in TedDailyPackage
downloads the package tar.gz
ingests it only through DocumentIngestionGateway
never calls the legacy XML batch processing / vectorization flow
